IMO it's more krautrock than prog, and there is a difference. Prog is influenced by the baroque, classical, and romantic eras. Krautrock is more influenced by modern and contemporary art music.

You're pretty much right but symphonic prog and Krautrock came about at more or less the same time and generally had more or less the same ideology. If you consider avant-prog and stuff like Tool prog rock there's no reason Krautrock shouldn't be included as well.
