It was Gen and Monte Cazazza that invented the term. It wasn't really meant to be a separate genre but just meant music for people in a industrial age. Instead of rock which was based on negro spirituals, they wanted to come from a point of "todays slavery". TG was always avant garde, they were basically trying to continue what La Monte Young started.

If you want to hear their earliest stuff check out Methodology '74 / '78. Attic Tapes. Its tape experiments, noise, etc. Nothing that resembles songs at all really.

They were quite active in the Hacienda scene so I was a bit disappointed that they didn't make a show in 24 Hour Party People.
