Swans, Minutemen, Meat Puppets, Pixies, Sonic Youth, Tom Waits, They Might Be Giants, Devo, Talking Heads, the Cure, The The, Black Flag, Nick Cave, Flipper, XTC, Beat Happening, Daniel Johnston, the Cramps, Joy Division, Gang of Four, Violent Femmes, the Clash, Dead Kennedys, the Specials, Madness, Siouxsie and the Banshees,,,and these are all off the top of my head. Every one of these bands released amazing albums in the 80's, and all are HUGELY influential.

Yes, most artists that were popular in the 70's didn't survive going into the 80's. That's usually what happens though...Also, your entire argument is based on the idea that pop music is the only music that counts for the decade. The underground and alternative music scene of the 80's is top notch, and IMO unrivaled by any other decade.
