Concept wise, On The Run fits perfectly. It's a song about anxiety, specifically the band's fear of flying. I'd say that the problem isn't that On The Run is thematically inconsistent, but that the rest of the album is too thematically consistent. If you listen to Meddle the songs are so varied, One of these Days, a Pillow of Winds, Fearless, San Tropez, Seamus, and Echoes. Dark Side is a better album than Meddle (though Echoes is their best song), but Dark Side could have had much more variety in its sound.
