you're wrong. its still talked about to this day regularly and cited as being one of the most influential instrumental hip hop records ever.
however i dont think its overrated I don't think dilla overall is overrated either he definitely had a groove that has influenced many to this day and not just one style either

It's some of the most intense music out there. the music is intentionally abrasive and hard to listen to, but underneath is some incredible hardcore songwriting
