I could agree with that, but shitty b-sides are so common in rock it's almost expected. It's probably his most ambitious album just based on the regard that it sounds like Bowie's interpretation of Remain in Light, Mesopotamia, and Zen Arcade in one release.

Everyone says this but no. Scream Like a Baby is just a pleb filter. Kingdom Come and Teenage Wildlife are weird, but good. And "It's No Game (No. 2)" wraps up the album wonderfully, it's the necessary second side to the first "It's No Game." People always act like this album has a shitty B-side but I hypothesize that they just haven't listened to the whole album enough times. It's a grower.
As usual, Bowie's cover is disposable, sure. Consider however that Scream Like a Baby would be pretty good on anyone else's album, Because You're Young isn't bad (if overlong), and It's No Game Pt. 2 provides some thematic unity.
If he'd put Crystal Japan on there somewhere as a bit of a "farewell" to the Heroes era it probably could have been a better whole.

Really good vocal performance
I've always disliked the last track. It is nothing more than a flaccid version of the first track, which is actually very good. While it was a cool idea to reprise the song and revision it, the end result ended up being boring and a bad end to the album.
