It's my second favourite Bowie album behind Blackstar; I wish the concept was fleshed out more or that he made those sequels to it

with overall quality in consideration and not just naming any random album of his for the sake of it, then it's indisputably Earthling

So the album was chopped to bits enough where its original concept plot is untangible, radio-friendly singles were inserted and the idea was dropped by the time Earthling came to fruition.
