Pretty much every band ITT is proto Weezer. Them, Jellyfish, The Rentals (Matt Sharp's band after Weezer), Teenage Fanclub, Harvey Danger and Fountains of Wayne are 90s power pop.

I'd say very closely related. A lot of late 70s New Wave and Pop Punk bands had a lot in common with the Power Pop bands.
