Some innovation is required to make great art. Extreme refinement and can be an innovation as well, just look at Dylan. Artists can also grow old and just get stale. Also look at Dylan. I don't think anyone would consider Motörhead some sort of GOAT band. They're good for some lighthearted enjoyment, but I don't think any idea can be interesting for 40 albums.
This is not to say that metal is somehow a bad. Pretty much every genre is 95% terrible.

There are thousands of songs that follow that structure. I can only think of a handful of albums with the amount of attention to detail as Flood.

In the second minute, the main motif is expanded on and the the echo-y duplication effect is slowly introduced. This proceeds to slowly build up for a few minutes. The overlapping of the riff creates some really interesting textures. Listen to how the decay transitions into the attack in differing ways when the speed of the riff increases. Then, at around the 6th minute, the main precussion is introduced. And slowly developed until 10-ish minutes. From there the nature of the extremely heavy precussion its pretty obvious and should be able to hold the attention of pretty much everyone.
The first half is essential to the chaos of the second half of Flood I. To appreciate the full fury of the storm, you have to hear it build up and cease.
