defo is somewhat. it's 60s/ 70s influenced guitar pop from 90s britain, that's the most concrete definition of britpop that you can get. plus some of the guitar work on this album is very obviously a major influence on oasis, who often gave them shout outs back in the 90s

Britpop was just a term used by the NME to describe a few bands like Suede, Elastica etc who were big on the London scene at the time
Fanclub were Scottish, well out of all that and pre-dated it too.
