Yes, Foreign Affairs is the most obvious example but he's also got plenty of middling ones, and I say this as a huge fan whose got like 5000+ plays of his work
Personally, I've long-held the belief a lot of his work is revered because people are told Tom Waits is great but can't handle the best stuff so they instead give unwarranted attention to his less unique work (such as his earliest stuff or his most recent stuff, though the latter also comes from the fact that people didn't praise him enough when he was doing his best stuff, so retroactively they must praise his new stuff to make up for it)...he's an artist who clearly did their best work for a distinct period of time in the middle of his career
