It's meant to describe the breeze, West-coast pop rock bands that incorporated heavy smooth jazz and soul influences into their sound. So think early Toto, latter-day Steely Dan, Boz Scaggs, Chicago during Peter Cetera's tenure, Bobby Caldwell, Michael McDonald-era Doobie Brothers etc. etc.
But yeah, the term "yacht rock" is similar to how Geoff Barton coined "pomp rock" for the AOR/prog hybrids like Angel, Styx and Kansas; it was originally meant to be a piss-take, but the fans themselves thought it was funny and started using it to describe the subgenre.
