It's debatable my dude. Dubstep is came so fast and left so fast that solid sub-genres weren't really agreed upon. I think anyone who still has any interest in dubstep though would call skrillex and most american producers brostep. The difference is that brostep has a lot of heavy metal influence and focuses much more on mid-range wobbles while dubstep generally focuses much more on deep deep very loud sub-bass sounds and has more dub influence (dub is basically fucked up reggae tracks).
The line gets kind of blurred in some places though in the situation of producers like rusko for example. He's widely known as one of the first people to really use the midrange sound, so a lot of original fans consider him brostep, but if you compare his music to typical American brostep, it sounds a lot slower and more dub influenced, so I would argue that he is more dubstep than brostep. There really is no hard line, like most genres in electronic music, really.

Actually, it'd be 140/70, not 280/140. But sure, you little faggot. You do whatever the fuck you want. I didn't make this shit up. Most electronic genres have some sort of bpm guideline though. DnB is generally around 160-180 bpm for example. Dubstep is almost always 140bpm, but of course there are exceptions.

I'd also add listening to actual DUB i.e. King tubby to see where the U.K. Sound came from but yeah skrillex kinda founded the brostep genre or at least made it mainstream
