Probably because it comes from a different musical lineage. Most of that chart share a relatively recent common musical ancestor but you'd have to go further back to link hip hop.

But electro and dub are not at all alike, they aren't a common ancestor.
Dub and hip hop shares a lineage with plunderphonics, music concrete, tape music, and early experimental turntable stuff, while the majority of everything else on that list comes from synthesizer music which comes a lot later than messing around with tapes and recordings.
