He was somewhat influenced by 50s Rock n Roll musically and aesthetically, and a lot of Punks were influenced by that type of music too. He definitely had too much of Pop edge to him to be straight up Punk, but he's often associated with them since he debuted in 1977 when Punk started taking off.

The bassline on Pump it up is killer
Elvis mentioned once that Watching The Detectives was inspired by The Clash, so he did take a lot of inspiration from punk.
First two albums are legendary desu. Kind of their own genre.
