See I definitely regard Pavarotti as the best Italian singer and the best tenor, but how about Dietrich Fischer-Dieskau? He's regarded as the best German singer, definitely the best Baritone. And German Lieder is as prominent in art music and operatic as Italian is, so I'd say they were equally talented and important in modern art music.
