Anybody can sing, but bass voices can't be expected to sing pop songs, since they're mostly sung by soprano girls or tenor guys. If you can't even sing low stuff, assuming you aren't tone-deaf(a rare condition), taking some lessons will help immensely.

I'll tell you what I did. It's given me remarkably fast progress.

1)Head down to a music store, and buy a chromatic tuner. Something like this https://en.wikipedia.org/wiki/Electronic_tuner

2)Prepare an instrument of some sort, something that matches your vocal range. Guitar/piano work great. If you don't have one, find something online, something like this. http://virtualpiano.net/

3) Practice matching pitch. Play a random note on your instrument, and sing into your tuner and match the note.

4)Work on intervals. Play two notes in a row, and then sing both of them in a row.

5)Work on scales.

6)Find vocal melodies from songs you like, tab them out, and try to match them, note for note.

Be careful about putting strain on your voice if you're learning without a teacher though.

It's been about 6 months and I'm immensely satisfied with my progress. I'm at the 6th step. I'm by no means an amazing singer but I can actually sing passages note for note. I also feel more confident with my speaking voice (It's kind of whiny at higher volumes), and I think my breath's improving too.

I probably sing about half an hour a day.

Ok I didn't read anything anyone else posted but here is what you do. Sing along when you drive. Hum along if you won't bother anyone. Just get to know your voice and try hitting the right notes. If you can't reach something you can always sing in a different octave. This has literally become a habit for me and my voice has definitely improved.

Honestly it's all about changing your expectations about what a good voice sounds like. There's only like two voices we've heard on the radio for like the past few decades, I mean, different people but pretty much the same voice.

Listen to how Leonard Cohen sings, its much different than how a lot of people do it and great for people with deep voices and can maybe give you ideas on what to do with yours

Have you tried doing like vocal warm ups and stuff like that. You sound like I do when I'm sitting down and haven't been moving around a lot. If you stand up it helps and do some vocal warm ups they help.
