I don't really get that rule. I mean I get you're trying to keep the thread from drowning in requests. But if you know something that's missing from the archive, you're probably actually looking for it and would therefore like to request it.
I use play music so I only really own albums that they lack and I add myself. These are the albums I get from the archive, so I don't usually have an album to upload unless I get a download code from a record that the archive happens to be missing.
I'm not actually requesting anything right now, just saying.
