An idea which could be applicable to the Nazis but less so to the Italian Fascists would be that their ideology was grounded in their interpretation of the past. Talent has to always be pushing forward and working upon the talent which had previously existed. Therefore the two are by nature contradictory because all that fascist artists can create are bad copies of what has already existed before existed before.
A good example of this would be the statues created for the interior of the Olympic stadium which were just poor plaster sculptures based around Green and Roman mythology. You might be interested in Johnathan Meades documentaries upon Architecture within Nazi Germany and Fascist Italy.

Well at least for the Nazis they literally refused change and wanted people to stick to "non-degenerate" art. What could go wrong?
