The guy in the last frame is David Koresh.
He lead a religous cult called the Branch Davidians in Waco, Texas that resulted in a huge firefight on their compound when police tried to investigate him for smuggling and stockpiling weapons.
He's an excellent guitarist. Not a fan of his singing though.
