-make a riff /chord progressin, probably in natural major, major penatonic or minor penatonic
-chorus should probably be a general idea said in a new and catchy way
-lyrics should be general enough to resonate with lots of people but cool enough to exist in modern pop culture
-instrumentation, song structure and delivery all just have to come from your own taste...
these are basic ideas that are of course easier said than done. What you need to do is have enough background knowledge of pop music and music theory to make your own songs in your own style.

Intro (~4 beats)
Verse (stick to simple chords - ideally 4 or 3 chords) - can be a double verse
Pre Chorus (ideally starts on chord that isn't i, and ends on a V chord)
Chorus (Begins on i chord (perfect cadence from pre chorus, catchy, often faster chord changes than verse)

Drop out Chorus

Intro (which now acts as an outro)
Everything else is basic chords and melody. Also your lyrics need to have the same number of syllables every time, and ideally in call / response form - "X, Y" or "short X, shot X, Long Y" etc.
