I just think it demonstrates how the times have changed. There are different reviews for different times, and I think a case can be made for both scores.
NIN's Downward Spiral, Einsturzende Neubauten's Tabula Rasa and Sonic Youth's Experimental Jet Set, Trash and No Star were the three most important albums of my teenage years.
I was in college when The Fragile was released and I was astounded at how terrible it was. Not only were some of the songs generic pop material, but other songs were clearly referencing (or if you prefer, "ripping off") artists that had gained in popularity in the five years between the Downward Spiral and The Fragile, such as Richard D. James and Roni Size.
Therefore, I can understand why Pitchfork would have originally given it a 2.0, because like me, I'm sure the reviewer (and many other fans) were disappointed by The Fragile.
However, I can also understand how Pitchfork gave it a much higher review upon re-review.
First, since the '90s, aggressive non-metal rock music has fallen out of favor with the public-at-large and self-styled music aficionados. Therefore, The Fragile's relatively poppier sound is more appealing to modern audience.
Second, as more time passes between the date of the album's release and the present, it becomes less likely that a listener will turned off by the album's derivative qualities because he or she would not be able to recognize them.
