It's difficult, especially with jazz, but it can be done. The reason I think it's especially difficult with jazz is that it's all about active listening. Turns out that one of the best ways to practice active listening is playing jazz and playing/improvising reactively to what others are playing. Teaches you how to really listen.
You can do the same thing without actually playing the music, it just might not be as effective or efficient. Rhythms are intuitive, you don't have to know how they're written to understand how they work. Harmony is less intuitive, though with jazz you can basically break everything down to either "tension" or "release."
Listen to jazz keeping these things in mind and make sure you relisten to your favorite albums multiple times. Focusing on one player can be a good way to do it. For example, listen to A Love Supreme keeping one ear always on Elvin Jones and what he is doing, and one ear on the soloist. Then do the same thing focusing just on McCoy Tyner and hear how what he's playing relates to what Trane or Elvin are doing.
