Because Argentina was among the first (if not the first) country to ever have a local scene of rock music (sung in Spanish, that is). Of course there were rock songs with Spanish lyrics, but no one up to that point had used rock music as a personal and local form of expression. "La balsa" by Los Gatos is quite legendary, sometimes credited as the first rock en español single ever, and it sparked a youth phenomenon in the country. Then followed Almendra, Manal, etc., and since then Argentina has been all about rock music. It's actually quite a complex subject, but it also has to do with the large amount of European immigrants the country received at the start of the 20th century. For many Argentines (Buenos Aires specially) it was difficult for to find a solid sense of identity. Hence the common sterotypes of people from Buenos Aires being nostalgic fellows (see Tango for example). Europeans also brought greater interest in the arts, literature and philosophy from Europe, and not so much from Latin America.

tldr: they have been making local rock music for the longest and give much importance to the arts (mainly Buenos Aires, of course, which has been a cosmpolitan cultural capital in Latin America for many years)

True, but because non spanish speakers are more interested in traditional music, thus tango gets a lot of attention from foreigners. Argentina is huge in the Spanish-speaking world mainly because of rock and pop which is not so attractive to people who do not speak the language
