Composition is weird and doesn't really work, David is centralized and way too small, but the background has two thirds focus on the building while the title occupies a pleasant spot. David himself ruins the harmony of the picture in a bad way.
Furthermore the picture doesn't really do a good job of portraying the world of the album in either pure factual content (nothing indicating the worlds end or Ziggy being an alien messiah with a cult following, quite the opposite) or in matching the relative grandeur. It's just some London back street.
David wanted to portray Ziggy as this massive thing eating all your attention, he should be the main focus of the cover to signify this. As it is, it just looks like David is some out of his luck bum.

Radiohead actually has pretty shit covers in general. The packaging is usually top notch with all the Stanley Donwood artwork, but the actual cover is usually just really basic and uninteresting. The only exceptions to this would be Amnesiac, which portrays the theme of the album very well, the textless version of the King of Limbs as it's very pleasant and intriguing, and arguably Hail to the Thief, though I don't really like text in art.
