The region where people are the most into traditional music is Brittany, but since they have a very Celtic culture, they sing in a different language and it sounds kinda like Irish music.

Other than that, the only musical tradition that is still pretty alive I'm aware of is from Auvergne. Check out Emmanuelle Parrenin - Maison Rose and Gabriel et Marie Yacoub - Pierre de Grenoble.
A guy named Yann Gourdon have some more experimental projects inspired by that, but you might have a hard time finding mp3s of his stuff.

Some of other regions which might have interesting traditional music are Picardie and Provence, but I can't help you on that.

Germany always had the best European music scene after the UK, from Can and Faust to Alva Noto.

When I visited Hamburg this summer, I was amazed at how much shows they were every night and how cheap alcohol was. Also, seeing tons of friendly people drinking in front of kiosks and just talking with them at random was pretty cool.
I feel like there are more things to do when you love music and like to party there, like going to some small hidden bars playing some nice garage rock and stuff like that.
The only comparable city in France is Lyon, which is pretty awesome, but still, I felt like Hamburg was more alive, and more liberal towards fun stuff.
Don't know about Munich though. No offense but it seems more boring.
