Non of them were anything special technically, but they all were absolute gods when it came to their mastery of content, which is why their best songs are all still the high-water marks of guitar-driven rock.

I think Tosin Abasi is the most technical music composer for the guitar.
I think Feodor Dosmuv is the most technical music improviser for the guitar. Or Daniel Davidsen. Look up Impact Fuze and Jazzkamikaze.
Buckethead is the all around best. He has some fairly complex songs off cuckoo clocks from hell and elephant mans alarm clock. He just doesn't play enough arpeggios. Otherwise I would put him up front in the improv category too. As for composing, he would need to drop the whole imma just play this riff 8 times then this one 8x game and step it up.
In relatively mainstream music, Steve Howe. Not sure who the best in classical and jazz are though.
