I don't know if this advice is even applicable to you but when I told my partner I was romantically interested in him, I didn't say anything. I just put my head on his shoulder. I don't know if you guys are close enough to be sitting together, but I'd just suggest spending some time as really close friends, then trying something non verbal? I feel like a verbal "I love you" could be kind of awkward.

I've gone out with her on quite a few friendly dates to galleries, cafes, and hikes. But nothing physical ever escalated from it. I have a fear of touching people, I don't know why but I hate feeling creepy. But this is an interesting approach to it, and I might give it a try. Friendly dates, as in just the two of you together? I'm not a huge expert, but If she's gone out with you alone more than 1-2 times, she's at least a little interested in you. By all means, yes, definitely try something nonverbal. On a slightly more depressing note, its a lot less sad to get shot down non verbally too.

I don't know, if I was in your shoes, I'd try something. She might not know how you feel about her, but again, if shes gone out with you a couple times and didn't flake out, shes interested in you, and probably has an idea about how you feel about her.
