Honestly if you are in it for "serious" lyricism (see also: spiritual lyrical miracle individual) youre gonna have a bad time.
If you don't take it seriously there are plenty of good rappers you can just accept as another instrument/part of the whole.
Also frankly, and this is kind of what did it for me early on, some rappers just have more interesting backstories than performers from any other genre. It naturally piques peoples curiosity. Example: 21 pilots is a bunch of college kids from Ohio who were big into reading. Gucci mane literally killed a man after getting ambushed by a group of dudes sent by another rapper while he was seeing a prostitute. (see also https://www.youtube.com/watch?v=mFbPWdtDvNQ). Chief keef literally has shot music videos hours after killing people while on house arrest. This genre of rap offers a glimpse into a world that seems like its out of a bad movie and it tends to feed into this image of itself too because it knows thats a big part of it popularity. Naturally people like this even though its low entertainment
Also rap kind of is an embodiment of the "american dream" for a lot of people (albeit kind of for the worse). Taylor swift went to private school and had connections, in the industry, a lot of rappers were literally just dudes off the street from some of the lowest parts of society. To other people in that situation thats pretty, falsely, inspiring and so that makes up another portion of raps popularity.

Its falsely inspiring because it really isnt the right path to pursue if you yourself want to move up, so few people actually make it and the lifestyle they promote really is at odds with tried methods for success. There are too many amateur rappers now because of this.
Obviously not all rap is like this but as far as the whole chicago scene goes this is kind of an issue
