Doesn't mean any of them are anything but shit

what did he mean by this?

This album is the proof that random monkeys at a typewriter can actually write Shakespeare.

but this album sucks dick
Frank Zappa loved it so he would probably agree with you

But can he wrote Scaruffi?
The question here is if they claimed that every note in this album was intentional, would it be hailed as a masterpiece?

He said that he's as easily influenced by stuff he hates as he is with the stuff he likes. I think he was being ironic when he said he liked The Shaggs.
would they be remembered if they were men instead?

Yeah, no. They were forced to make the album, despite being unable to play their instruments. On the other hand, The Magic Band featured talented and highly capable musicians. Here's an interview with their producer:

well, young Zappa liked all sorts of zaniness. I think with TMS, the Wild Man Fischer album and the GTOs, I believe he had a genuine affection for off-beat music and weirdness, although I think he kind of lost that as he grew older and more cynical

the best thing about TMR is that it features capable musicians who were forced to meticulously learn Beefheart's more or less spontaneous compositions (composed on a piano he did not know how to really play)
it's a very polished piece of outsider avant-garde blues
