For monophonic instruments, yes, unless you have the chord names written in above the staff. Obviously if you see a bunch of arpeggios or have a good ear, you could quite easily figure out chord progressions, but in general there are other things to think about while playing.

The root chord (Let's say E Major) you know it's major because it's upper case. Then the fourth chord in the key, or "subdominant". It's also major in a major key, and you know for sure, because it's upper case. The subdominant of E would be A major. Then the second chord, which, in a major key, is always minor. You can tell it's minor becausr the 2 is lowercase. That would be f# minor. Finally, the third chord, also minor, in this case, a g minor.
The major key is I-ii-iii-IV-V-vi-vii* the asterisk is there becausr the seventh chord is diminished. Its basically to figure out if the chord is major or minor in a key.
