Synthwave, essentially, is not music for millenial stoners who want to "chill". It's music that tries to sound like movie OSTs from the 80s and to harken back to New Wave hit songs of the same time period.
Listen to New Wave. You'll hear plenty of vocalists who push their voice. Even the average New Order song is more vocally intense than that. And stuff like Perturbator is supposed to sound harder and even more intense than New Wave. Why bring it down with singers who sound like they're high on cheap weed?
The trend of mumble vocals in synthwave is just an unfortunate side effect of the "real human being" song being so well-known and influencing the vocal performance (or lack thereof) of those singers.
