This is created because big label rely at the Dunning–Kruger effect to make people buy their stuff and those sites without payola help people to get out of dunning kruger effects.

Pandora almost went out of business because of that, thats why they are an usa site only now.
Not only that, but big labels complained they didnt paid enough (while paying an extreme amount of fees) and asked for more. The site started to pay this extra amount of money they wanted and then they started to complain pandora was not paying enough money.
