Honestly, it's an impossible discussion to have. New Order obviously has a ton of classic albums, more than JD, but Ian died right when they were getting started. They put out two amazing albums with him, who knows what would have happened if they lived.
New Order is amazingly consistent though, not sure even JD would have been able to keep up that same pace.

The comparison is between New Order and Joy Division, not New Order and what Joy Division could potentially have been if Ian had not died. It's very possible to compare the discographies of the two bands and pick a favourite, anyone with sound critical judgement can do it.

Absolutely correct.
New Order built an impressive discography with a lot of great stuff over an extended period. The highs Joy Division's short life soar above even New Order's best.
