Its basically him to trying to find meaning through God, but being tempted by what can come with fame and being a celebrity. He feels conflicted about what path to take.
Each Pablo is representative of art, fame/notoriety, and religion respectively. Its whether he neglects what he has (family, god, music) or give into temptation and lose all of that. The album is all about that inner conflict and struggle. The very structure of the album mirrors that. It contrasts perspectives and then builds to a resolution where it ends at Frank's track and the rest are bonus tracks. Its a continuation from where he is a the end of Yeezus in Bound 2.
The tracklist went through different changes, and at once was separated into 3 parts each representing a different stage I assume. The tracklist being the way it is now is intentional when the title was fully decided on. The stylistic choices is integral to the substance. The structure of the album ties in thematically to what the album is about.
