I think regional ties to music are deteriorated enough due to the Internet that the only effect it has on a person's taste is if you listen to the same stuff as your friends and discover new music together (>tfw will never happen to most of us), listen to your parents' music, or are still in high school and trying to fit in by using music as a social tool and replacement for personality (and no, I'm not saying that music and personality can't influence each other, just that high schoolers tend to listen to whatever their friends think is cool so as to be like them rather than be themselves and develop their own taste).
We live in a time when both physical and digital media is easily accessed from just about anywhere, and if you're still held back by what local people think, you're the plebbest of plebs.
