I'm very liberal when it comes to sampling, even the laziest forms of it are transformative. I think that slowing down that diana ross sample really did change it into a different song, and it should be considered legal.
I always recommend this blog/artist for people who like sample based music

In contrast, Eccojams actually adds changing effects, modified arrangement, etc. making it far more transformative and hypnotic.
Yeah sampling like anything can be done well or not. As a producer i always pitch things differently, slow down, speed up, reverse, edit and arrange my samples so that they are no longer recognisable to the original.
That said, i've made some bangers by being lazy and looping a bar or 16.
