I'm a huge Iggy fan too, but his only album that's really art rock is The Idiot, and I wouldn't point to that as one of its definitive albums because it owes a lot of its sound to Bowie and Eno. Iggy is probably THE key representative for proto-punk, and The Stooges are one of the greatest examples of garage rock. You could probably even argue for Lust for Life as a key new wave album. But I can't really give him art rock.

If you're going for representation, The Seeds are great. I strongly disagree with the New York Dolls, though. Garage was an element of what they did, but so we're glam, R&B, and bubblegum. And by the time their first album came out, they'd already pretty much invented the ragged early punk sound.
I also think The Move were way too ambitious and weird to be a good rep.

I mean, I like all of those bands, and Swans is one of my favorite bands of all time. But to suggest that they those bands are obscure, or artists that are esoteric and well off the beaten track is a fallacious notion. Hip Hop has to be more FUNDAMENTAL than this. I'm not saying that all four entries have to be from the 70s/80s (Chronic has a place), but you have to focus on earlier, genre-defining stuff. To really answer OP's question correctly about a given genre, you really do have to stick with safe boring choices about each genre, for the most part. This is something I've realized, and is part of the pleasure of arguing over the "four-album" format. This is a much more interesting conversation than the nxn threads because it forces people to make choices about what is really essential, laying taste bare.
Madvillain is a very popular and well-known hip hop album that our generation is familiar with (and, let's be honest, lots of us are white and white people love Madvillainy). /It is not a genre-defining, core-essential example of the genre/. That is the difference.
Yes, you do have to put Rapper's Delight in here somewhere. Maybe, boring as you might find the selection to be. Or else offset with other early genre-critical stuff. I like the 36 chambers suggestion, and maybe a better hip hop "FOUR MUSTS" would consist of Chronic + 36 chambers (to cancel out the coasts), plus two earlier selections.

The band's that inspired it, like the Stooges and the Velvet Underground, were all about sincerity and plainly speaking personal truths. The people that started it, from Patti Smith to Richard Hell, continued that focus. The kids who grew up on it and continued it, like Minor Threat, The Replacements, and yes, Joy Division, we're obsessive with sincerity. Post-punk is about self-expression the same way punk is. The difference is just that one gets its cues from simple rock like garage rock, while the other gets its sounds from noisier, weirder sources like krautrock. It's a change in methods more than direction.
