no such thing. "3" means 1/3 of a whole note in 4/4 time. There is no note value with that duration. You could make one up, but it would be kinda pointless, as there isn't any precedence for how the meter works. 3/4 means strong-weak-weak, generally. 6/8 means strong-weak-weak-strong-weak-weak, and is generally faster than 3/4. Virtually any rhythmic situation you can come up with can be dealt with in this way. Making a 4/3 time signature would be pointless and serves only to make your music look complex. In practice, it would likely work exactly like 4/4, but with a funny looking notehead that you made up. It's like playing 12/8 exactly like 4/4, but writing down 12/8 to make it look cooler. You aren't actually playing 12/8; you're just saying you are.

Sure. Metre is basically a description of whether the music is broken into 2s or 3s, called duometre or triple metre respectivelly. Most songs you hear are in duometre but triple metre isn't that uncommon (waltz is always in 3s, boom bap bap, boom bap bap) When writing down music you use something called a time signature. 4/4 is pretty common. Two 2s per measure. 3/4 is one 3 per measure, but a "whole note" still represents four beats. In 4/3 it would sound like its going one, two, one, two, but it would be written where a whole note is 3 beats, so it really would just be confusing to read. Sorry if this is a little convoluted, its hard to describe it without visuals.
Fun fact: 15 Step by Radiohead is in 5/4 time, alternating between 3s and 2s, for the whole song. Faust Arp later in that album also messes around with time signatures, kinda going 4,4,3,3,3,3 and repeating that way.

That's pretty much just sounds like 4/4. The number of measures doesn't really factor in the time signature. I guess you could try and write it as 4/3 but there really isn't much point.

Literally 6/8.
The numerator (top half of the signature) is the number of beats per bar and the denominator(bottom half) is how the whole beat is broken up. Threes don't really work out because it would be percieved as quarter or eighth notes. It might look interesting on paper but it isn't really an audible thing.
