He could still imagine sound and transcribe ideas he was having or write stuff that he thought would work theoretically, he just couldn't go to a piano and physically hear them. The guy was a genius who was composing and working with music for a long time so he could compensate and managed to write some of the best works of his career without his hearing.
Then again, there are some people who think stuff like the late string quartets ended up so weird because he couldn't hear how they actually sounded so if you've got particularly pedestrian taste, you could argue he didn't know what he was writing.
