Because it killed what could've been a perfect 12 album streak
There was supposed to be a follow up with covers from American artists but it never came out. Probably would have been a better album.
See Emily Play is the only track I really like on it.

And if you don't count Pinups then you got:
Space Oddity, MWSTW, Hunky Dory, Ziggy Stardust, Aladdin Sane, Diamond Dogs, Young Americans, Station to Station, Low, Heroes, Lodger, and Scary Monsters.
Now THAT is a great streak. But Pinups fucks all the shit up.

Hell, OP's post is the first time I ever heard someone speak positive of it. I've heard people say GREAT things about later albums. But Pinups? It's a NOTHING album.
He didn't even put the best cover he recorded during that session on the album. Which is White Light/White Heat.
People dismiss Pin Ups because it's all covers but personally in my opinions I find Bowies interpretations of the songs rather interesting. I hear these songs in a whole new way now because of it. Of course one must consider that it's a matter of personal taste.

I agree with this completely.
They certainly weren't my favorites, but there's definitely a lot of highlights on those albums.
Plus both of those albums have songs that are in my top 10 Bowie songs.
