prog is much more diverse if you count all the subgenres (of which post-rock is arguably one). there are a lot of prog albums (like red or atom heart mother) that would probably be called post-rock if they didn't come out in the 70s
first wave post-rock is pretty diverse too, but basically since gy!be and mogwai most bands make the same tired crescendocore sound
but mostly prog simply because I can name probably 60+ good prog bands and maybe ten good post-rock bands
Prog has more classics overall, although bad prog is considerably worse than bad post-rock.
