I'll argue Hail To The Thief, simply because of how damn effective it is at setting an atmosphere. Everything's dreary and dazed, and the whole album feels like a constant state of dulled confusion. The context of times around when this album came out is important too. It felt like the world was headed to chaos, with the rise of the war on terrorism, the Iraq war, etc. This album perfectly incapsulates the feeling of the early to mid 2000s, worried and confused. Sure, the album drags on a bit towards the end, and OK Computer, Kid A and In Rainbows have higher highs, but tonally, atmospherically and allegorically, HTTT is Radiohead's most consistent and "interesting" album. It's like a fucking time capsule and that blows my mind every time I hear it.
