fr tho, noise is mostly hardware based so you're gonna want a source of sound so maybe a sampler. You should run it through numerous effect pedals like distortion and ring modulators. You're gonna need a mixer to run the sound out.

if you make harsh noise, a lot of people will think you are mediocre unless you have some synth stuff in it. For everything else...I couldn't really say. I don't really know much about songwriting but there is some really good stuff by cremation lily or prurient that is like drum and bass but also lots of ambient stuff going on.
