Not him but around 1990-1992 before The Chronic dropped, Ice Cube was considered as one of the all time greatest rappers, and definitely the best from the West Coast. All three of those albums are undeniable classics of radical political rap, and he's put out some decent songs later in his career, so I consider him one of the greats. I love his charisma, emotion, and brutal honesty on the mic, and he definitely had some technical talent in him, just check out his verses on Parental Discretion Iz Advised and The Bomb

I haven't listened to all of their music, but I've heard every single one of them at least once.
Going by the tier definition:

Tupac is on great rapper tier with Kanye.
