I thought most of the early industrial bands consisted of people who were a lot older than the average 70s punk.
IIRC some of the members of Throbbing Gristle were in their 30s by the time they started the band.
The only proper early punk band I can think of which had members that old were The Stranglers.

You know as a shorthand for industrial-influenced-post-rock, just like post-metal is metal-influenced-post-rock.

Industrial (just like metal) has so many different subgenres that you can't conceivably "go beyond" its formula cause it's not formulaic enough.
Like, post-rock is a dumb label cause it's basically rock that has no riffs, and bases itself on the idea that rock needs to have riffs in order to be rock. So in reality it's just atmospheric rock, but at least it bases itself on a general idea of what rock is all about, and then subverting it by removing that element (riffs).

But with industrial there's really nothing you could remove from it or add to it without ending up with a genre that already exists.

Like, if you remove the noisiness you end up with electronic or acoustic wankery. If you remove the rhythm you end up with noise. If you remove the aesthetic you end up with shitty industrial about nothing like Pharmakon or whatever.
