Art as a definition, just like music, is purely personal.
For some establishment to 'officially declare' art or music within a specific set of values, would go against the very nature of what makes it meaningful.
You can have your very own personal definition and it can be meaningful and important, maybe even more so if it is different from the rest of the world's definition.
To decide on what it exactly is is moot, in my humble opinion.
Look at John Cage, who was ridiculed for his lack of 'conventional' musical talent. He made was what then established as 'not-music' actually music by exceptional out-of-the box thinking, boldness and personality.
So, in short; fuck the establishment and make your own reality. Think out of your box.
