If you've listened to the rest of Radiohead's catalog, then it can be a little cringey in places. Some of the songs are straight up juvenile in terms of lyrical value. The sound itself is merely reflective of the grunge movement of the time.
It's no Kid A, but it's not terrible either.

Its badness is dramatically overstated here. It's just mediocre and judged unfairly against the rest of their catalogue.
It's worth it for Blow Out at least.
