It's blurred, because they converged over time. I remember going to a live show for a band called Lesbian Fist Magnet, and it was basically thrash metal with slurred yelling as the vocals, but they billed themselves as punk.
It's easier just to divide them by what crowd goes to the show, because the average hardcore punk act would be indistinguishable from your mediocre local metal act if you cut the voals.
