Depends. It'd be pretty hard to write lyrics without having SOME idea of how it should sound; but, you wouldn't necessarily need even a solid backbeat before writing.

Shorter phrases are easier esp. if they have open vowels in their syllables because it makes them easier to stretch over multiple notes.
The quality of the final song is usually worse

you can write a rap verse if you have an idea of the tempo you would use.
and for any vocal genre you could write lyrics for a main idea. I keep a lot of notes on chorus ideas.
